2003 Grand Cherokee Laredo Won't start

Default 2003 Grand Cherokee Laredo Won't start

I was driving around running errands today when I noticed that I was having issues with car starting. It was like it was having an issue turning over. Eventually, it stopped starting all together.
When I turn the ignition all the lights come on but it no longer even tries to turn over.
A few friends thought it was starter. I pulled starter and had it tested and it passed. Soooo, what other things can it possibly be?
AAA driver tried putting in a new battery with no luck of engine even trying to turn over.

once it was running, it was running fine?

Since you're only going to throw parts at it and do no diagnostic work, throw a neutral safety switch at it.

ground/terminal corrosion or burnt windings (could let the starter pass a test as it free spins during the test, but is under a load in the vehicle)

Depending on how the test was done, it might be the starter solenoid.
