Windshield wipers will not park, Pulse does short cycles ? WTF ?

 

You may have a bad wiper switch. I would probably check that to see if it's working correctly.

 

Welcome to CF. It might be a bad ground, but it's probably something a little more tricky/expensive. Check the connector to the wiper motor and clean if necessary.

It could also be the Rain Sense Module if your vehicle has Rain Sensing Wipers as an option. That module is listed above.
