2001 Grand Cherokee swaying problem

Default 2001 Grand Cherokee swaying problem

My son bought a 2001 Grand Cherokee 4.7 with 180000 miles on it. He just brought it up from Texas. I drove it for the first time...and sways all over the road! It has a heavy custom front bumper with push bars on it. I can see the front sits low. I also can see new front shocks were put on it, rears look original...standard front shocks
Question could the weight of the bumper make it sway like this? Would HD Shocks and sway bar help correct this problem? I don't want him to spend the money if it will not help.

Just my opinion, but I think it needs a complete front suspension upgrade with HD springs and shocks and maybe even new control arm and swaybar bushings. That front bumper probably weighs 200 lbs. I'd check the ball joints and wheel bearings as well. Tierod ends and broken or loose bolts for the steering box should also be checked.
