They are more than a ring you weld to your wheel. It is two piece. One ring welds to your wheel and sits inside the bead of the tire. the other rings bolts on the outside of the tire and creates a tire sandwich. This creates a bead lock that stops your tire from becoming unseated and allows you to run a lower PSI in the tire. 3-5. The are homemade bead locks.

The DIY headlock place does sell custom cut rock rings for $125, which seams reasonable to me, unless Hooligan will match that price.
The rock rings are welded to the outside of the rim but are kind point less unless you have double bead locks. They are normally used on the double bead-locks to protect the outer bolts that hold them together.
