My a/c doesn't even kick on anymore just tried, I haven't used it since I cut them last summer

Its not going to turn on with no freon/pressure in it, it has a low pressure sensor that keeps it from turning on and damaging it. Need to cut the wires and run one to hot one to ground, if you here a loud click, the clutch engaged and it will run. Start it press the wires to the battery and see which is your output.

for the clutch to engage, no for the pump to run, yes.
