Wow my 2000 looked bad like that when I pulled the valve cover off. Not sure about that causing blowby though, but it's def not helping the oil circulation through the motor.
People with more experience chime in here, but I took brake clean and sprayed/scraped out the VC to clean that up, then took my mini shopvac and a small screwdriver and scraped up all the junk in the head. I'd go ahead and change your oil if you do that too, don't want any of that crap getting down in the pan and caught in the pickup screen.

It's not really the cause of your blow-by but the result of it. Blow-by is caused by worn piston rings and/or scored cylinder walls allowing compressed raw and spent gases to get by the rings thus forceing oil into your crankcase ventilation system. I can't verify it but I was told yrs ago that a motor running to rich a fuel mixture for a long period of time can also cause that.

You say you do have blow-by? Excessive amounts of oil in the air cleaner and out of the valve cover oil cap and maybe around the hoses? Maybe a power loss?
As far as how to clean it out MechanicMatt has the right idea.

No loss in power just coming from front breather pretty bad
Hopefully it's not be blow-by then. With that much sludge built up your ccv(crankcase ventilation)system may be stopped up. That front breather would be an easy way for the pressure to escape and bring out oil with it. Clean out all the components of the ccv system, the valve cover, and the head, and see what you get. If that solves the problem you need to find out why your running such a rich fuel mixture.
manually clean as much by hand then get a bottle of marvels mystery oil, put in, run the motor like normal and change the oil in 900-1000 miles.
I did that and the inside of my motor is clean, nearly spotless.
in my thread I have some pictures if you want to look.
As for the blow by, replace all the PCV items (Positive crankcase ventilation) make sure you don't have any clogged hoses or badly worn parts... If you still notice the problem then do a compression test and leak down test to confirm.
Always start with the simple / free stuff.

Debries will fall down in oil pan, go through pump and get stuck in filter, you don't want to drive with partially clogged filter.
Change oil and filter, add 2 bottles of ATF and rest 20W50. Run engine (don't drive) for a few minutes around 2000 RPM.
You can change oil and filter couple times if you want to clean better.
After you are done fill engine by pure oil.
Your rings are probably OK, they are just stuck.
