Won't shift into OD

I went on a short drive and noticed that the transmission wasn't shifting into OD. It has done this before occasionally but it starts working again the next time I drive it. Now it will not go into OD at all. The torque converter does lock/unlock like it should. Also when driving at a steady speed (about 20 mph) with the shift lever in the 1-2 position it will shift back and forth between 1st and 2nd is this normal or could these problems be related. It shifts through all the gears normally when in drive just no OD.

I found out that the neutral safety switch wasn't the problem. I adjusted the TV cable and added some tranny fluid (it wasn't that low right above the add mark on the dipstick). Now it goes into overdrive even with the neutral safety switch out and the wires jumped so it will start.
