wont rev over 4k and rough idle at start

wont rev over 4k and rough idle at start
1992 jeep cherokee larado
4.0 6 cylinder
high output
automatic
it idles rough when first started but quits rough idle after reved high but only revs to 4k and is over heating.
have had some problems with the thermostat in the past so i think that is the problem again this time.
top radiator hose is not building pressure at all.
started this when it overheated really bad one day in traffic.
No temperature gauge but know that it was hot because fluids were boiling.
it sounds like it is hitting rev limit at 4k.
thermostat and housing replace and radiator flushed one month ago.
I AM TOTALLY LOST WITH THIS PLEASE HELP. THANKS!!!!!
