Default wont crank

Jeep newbie here, been reading lots of posts on this but cant find my exact problem. 1999 cherokee 4.0, automatic-when key is turned engine wont crank, good battery, new starter. Starts when starter terminals crossed with screw driver, but not with key. No blown fuses, battery registers 12.7 volts, 12.7 at starter terminals, 13.9 with engine running at battery. Back up lights working, wiggiling trans shifter in neutral or park has no effect, which leads me away from nss.Thinking ignition switch but want to be sure, new switch $127.00 at dealer. Any way to test ignition switch? Thanks in advance for any replies.

Thanks for your reply, went through checklist, fuses good, heater motor turns off when key is turned to start, switched starter motor relay with two different ones in PDC, still nothing. Am i missing something? Thanks

The neutral safety switch is still very high on the suspect list, even if it doesn't start in neutral or when wiggling the shift lever.
------------------------------------------------------------------------
Spark: 12 volts from ignition switch to the ASD relay; when the key is first turned on the PCM provides a ground to the ASD relay to energize it, then the ASD relay passes 12 volts to the coil primary side. If no crank sensor signal is generated after a couple of seconds the PCM cuts the ground to the ASD relay (and fuel pump relay too) and that cuts power to the coil (and fuel pump). Key to START and once again the PCM energizes the ASD relay. Now, a critical element is the crank sensor--no signal from the crank sensor and the PCM won't trigger the coil to provide spark.
