Wiper blades only work on highest setting?

Wiper blades only work on highest setting?

I have a 89 limited. The wiper blades will only work on high and they are extremely slow. The delayed setting doesn't work at all. What could cause that?

Little black box under dash near steering wheel,it has velcro on it,it may be bad. Are all your fuses good?
