This is the same problem that I am having. I replaced the resistor and still nothing. The harness has some bad melting damage so Im hoping thats the problem. Anybody know where to grab a pigtail that plugs into the resistor?

sounds like a deal. be certain to clean the connection prongs really good or it still may not help. if that doesn't work, then I'd def go to pick n pull and grab two whole boxes with the switches to check and see if thats your problem. (should cost literally near nothing) to be certain your switch isnt bad as well our something in the box.

Now the boxes for 97+ are slightly different. the plugs are still bad about going bad, but i dont think the switches go bad as easy. If you have a 84-96 its probably a sure fix, but may not be as big of a problem on 97+. Sorry if I wasnt much help.

I just solved/fixed this same issue in my 93 just this past week. I had replaced the blower motor because my old one had blown the fuse or so I thought. After replacing both the fuse and motor the fan didn't work at all, while prior to this it only worked on high. I pulled the a HVAC control unit out of the dash to find the pigtail melted to the fan speed control switch. I sourced a pigtail, and bought a new speed control switch from the parts store for $27. After that I had a fan again but only on high. So I did some reading and found there is a resistor pack, so I bought that new for $16 on ebay but it is like $27 also at the parts store. I replaced it and now my fan works on all speeds.
It is located just behind a small plastic panel below the glove box. There is a phillips screw you take out then slide the cover off, you will then see the resistor right in front of you along with a vacuum actuator. You probably can remove the resistor without moving the actuator but its easier if you remove it. The actuator is held in by two 9mm nuts on the bottom then you can pull it up and it will hang out of the way. Unplug the resistor pack, and it has two 7mm bolts holding it in, remove those and replace the resistor pack and reverse the previous steps and your done. Hope this helps
