Trace the wires from the fan to the relay. If he truely did bypass it there will be splicing between the fan and the relay. Otherwise your sensor may be out and its just on default mode (constant cycle). Also another thing to consider is if the HVAC system has any problems that cause the AC to engage when "normally" you would be turning on the heat. Then you will have the AC fighting the Heat and that will also cause the fan to run non stop. (when the ac is engaged)

good question, my PO did exactly the oppisite cut the wire so it wouldn't run at all. look at where the wire splits from its original wire, starting at the fan. It splits to a wire that funs probably to the accesories (some accesory) in the fuse box or something that gets power in the engine when it starts. If you find that, you can disconnect it where it splits, make sure to tape it off, and check it as it is probably a hack job. Then run the wire across to, what is hopefully still there, a wire on the right side of the engine bay... but you will have to find out what wire it is, since there is a good chance mine was a hack job.
Listen to metalgearmurder, he knows what he is talking about. I am going off of my wiring hack job the PO did, but i know next to nothing about this system.

The fan most likely isn't the problem. It will slow down the heating process, but not drastically! I would check the thermostat, cause it would make it increase temp a lot slower if the previous owner removed it. My fan is wired to the ignition, & my heater works just fine.
