Will cut-off exhaust pass inspection?

I tried searching. The rear hanger mount on my 98 cherokee rusted off. I'm wondering if I can pass inspection with the rear section after the muffler removed? I heard it varies by state and some states you need to be out past the rear bumper. I am in PA.
I also would like more ground clearance and the removal of this rear section would help a lot. Any tips would be great

Oh that is not what I thought, so going with a decent cat-back system wouldn't be a waste after a rough trail ride..

mine doesnt run all the way back,i have a glasspack then a turndown pipe and it dumps out right infront of the rear axle,i wont pass inspection with it but ima just run it infront of my rear tire as soon as i get spare cash

It depends on what state or even county/parish your in sometimes, where i live in Texas is considered rural and we have no laws governing emissions on our vehicles, i know some people who just have exhaust manifolds. Check your local laws or even ask at a quick lube place, they might have a better answer and might save you some headache.
It has to exit outside of the body and after the rear most operable window.

(6) Inspect exhaust system and reject if one or more of the following apply:
(i) The vehicle has no muffler or muffler has external repair.
(ii) There are loose or leaking joints.
(iii) There are holes, cracks or leaking seams in exhaust system.
(iv) There is a muffler cutout or similar device.
(v) Part of the exhaust system passes through the occupant compartment.
(vi) The elements are not securely fastened with proper clamps and hangers.
(vii) The exposed exhaust system does not have adequate heat shield or protective system.
(viii) The exhaust does not discharge to the outside edge of the vehicle body, including a truck bed, or as originally designed.

Here in Pa it depends where you get your inspection done. Where I go my exhaust being dumped in front of the rear axle passed. That being said... being that the xj is technically classified as a station wagon the exhaust is supposed to exit the rear most part of the vehicle.
