theres a cobra cb with antenna on my local craigslist for 40 dollars.is that it or do i need anything else?

It should thats what im using although the Cobra's are prone to have some engine noise depending on the model.....

You can get a adapter at radio shack for around $5
so you can plug it into your cigarette lighter

Engine noise like a whine that can be heard on the CB that corelates to the RPMs of the engine in your Jeep. I believe this has less to do with the CB itself and more to do with how it is wired to the vehicle. They make filters for this.. but if you wire directly to the battery you shouldn't need one. It has alot to do with the ignition system. In my Chevy I had the CB wired into the cig lighter and had this problem. I now have it in my Jeep wired into the lighter and do not. Perhaps the Chevy Ignition (HEI-High Energy Ignition) put out more volts than the stock Jeep one does. Also wiring the power wires away from the ignition (distributor, coil, and plug wires) will help this.

Cobra 29 series CB's have a pretty good noise filtering system in them. I used to work for a radio shop and did repairs and installs on them. You can always get a noise filter (Not a cheap one cause they don't work) if you have engine noise...Tj
