Why two and another question
Any idea why the PO would have welded a 2nd trailer hitch receiver to the bottom of the hidden hitch(see pic).
The other question is why when at a stop light the engine kicks up 200rpm's and back down every 10 seconds? I just bought this XJ and haven't had one for a while so I don't remember if this is normal.

I figured about the height thing but why not just get a hitch with a 2" drop on it?
As for the rpm, no I'm talking just 200rpm, needle hardly moves but it does it like clockwork every 10 seconds.
Thoughts?

Ahh! I misread your OP. My bad.. This sounds more specifically like a small vac leak. Vacuum lines consist of plastic lines, rubber couplers and PCV's (pressure control valves). All of these parts can become faulty over time. Don't rule out the afore mentioned sensors located on the TB. Finally, even if CEL isn't on, put it on a decent scan tool (a decent mechanic who knows to look for individual sensor function won't hurt the process) can tell you a lot and at least hopefully give you a direction to go in.
