Default Why not make it possible to remove lifters without removing head with a big *** dril?

After installing a new head and now needing to replace the cam, I was wondering if we could drill out the holes where the pushrods go through and remove the lifters without removing the head. Hmmmm.

How are you going to pull all the metal bits and pieces from drilling out of your motor without removing the head?
