Why is my fusible link popping?

my 89 xj keeps popping fusible link replaced the relay it connects to and thats not it could it be my ignition switch, or maybe ground strap has anyone ran into this before?

Always remember when chasing a tripped breaker, blown fuses, they (breakers, fuses) are looking downstream.
