Wow, either blower (most likely) blower resistor or short to ground
Actually, if your blower worked fine previously, I would vote the blower resistor.

I would look behind that fuse panel if I was you, your fuse melted but did not blow. That looks more like the result of a loose fit condition, which cause resistance which in turn causes that kind of heat.

First welcome to the forum.
Next it will help if you take the time to fill out your profile; so everyone will know the important details about your Jeep.
Now if you have a 89 Cherokee with a 15A fuse that is blown in the Blower slot; if my notes are correct it is supposed to be a 25Amp Fuse not a 15Amp fuse.

Fuse socket is toast from a bad connection behind it. Only way is to bypass it, There could be others in the same shape.
Thanks everyone for the info! I'll check out Cruiser54's link. I have a 1990 Comanche with a 25A fuse that is melted. The socket looks like the OP's photo, but worse. A new 25A fuse gets the blower motor going again, but I was looking for a safe and proper fix. This just became mine recently and I'm told that fuse used to blow about twice a year. Not sure if this is what happened each time or not.
