Whining noise from drivers front

Whining noise from drivers front
At least, I think its drivers front, could be either of the front wheels.
When I am at a standstill and move forward I get a whining noise that has been getting progressively louder over the last 48 hours (I've driven around 200+ miles in the last 48 hours).. Braking doesn't change the noise, so I don't think it is brakes.. It definitely is more pronounced in reverse, as well.. I just had the upper/lower ball joints replaced on the passenger side.. can anyone think what could possibly be causing a whining noise at slower speeds? I don't hear it at all at higher speeds, anything over about 10mph.. and it isn't consistently whining, its almost like it is a warped rotor or something because it whines a bit, stops, whines a bit, stops, with every wheel rotation.. It sounds like when you were a kid and had cheap brakes on your bike, it would make a higher pitch whine when you come to a stop.. anyone know what I'm talkin bout? :-D
