That is the vacuum supply hose for the HVAC controls, there should be a black hard line running along the top of the fender with a nipple on it. Or if you have a heater control valve inline on the heater hoses, that vacuum line controls the valve.

Can someone please post a picture of what i should be looking at. I was just looking for the hardline with the nipple spoke of but cant seem to find it

Okay found it. Looks like the rubber tubing between the hose and the part you plug it into rotted through. thanks guys.
