So this has been unhooked for awhile now and im just trying to find out what it does. Does anyone have any ideas? Any help would be great thanks!

I'm not a pro... But I think that's a vacuum line for your valve cover. I'm sure it has a purpose. Regulating oil pressure, or something along those lines. You'll want to fix that.

Alright does anyone know what the fitting is called?? That it fits into? The thing on top of the valce cover

Jeep 4.0L doesn't have PCV or any valves. The system is called CCV and it's used to suck blowby gasses out of the crank case (hence Crank Case Ventilation). Both the front and back elbows are just open orifices. One of them is wider and one's smaller... can't recall which is which. The front one draws fresh air from behind your air filter, the rear one gets connected to the intake manifold for it to suck in the blowby gasses.

Thats a turbo-entabulator from a jeep. Just kidding. Its crank ventilation as the previous has mentioned.
If there is a bunch of oil up in that you probably will have a bunch of oil in your air box. If so its probably time to take off the valve cover, clean the little flapper out. I would suggest you use kerosine ONLY ONLY if you remove EVERY LAST BIT OF IT AFTER. Otherwise you can tear up your engine.
Last time I did it, took bout 4 hours to make it look right off the line.
