Goes right where it is. It's the vent for the vacuum system of the front axle disconnect.

Nope, not a vent line. It's definitely a vacuum line check valve though.

Always provide more info when asking a question. Year, and engine size at the very least.

An 88 with Command-Track and a Vac disco definitely has a blue vent line. Maybe it has to do with letting the air in to the other side of he diaphram as it moves. It's positively actuated both directions. (no vent down there)
