What would throw a (tps over 4.96V) code, and cause very early shifting?

92 Jeep Cherokee Laredo. In the morning, when it's super cold, there is no code\no check engine light. It drives perfect. Once it gets warmed up though the CEL comes on and it shows code 24 (throttle position sensor over 4.96V). When this error is showing, the jeep shifts WAY early. You stomp on it and it's shifting at 2k every time. It won't even kick down to a lower(numerical) gear to allow for rapid acceleration. Also, if you hold the gas pedal at a certain area it will buck and surge until you give it more or less gas.
I replaced the TPS and the crankshaft position sensor, no change. And ideas?

I'd start by verifying the ground off of the TPS. I'm sure someone will jump in with more information but I believe you need to measure the resistance between the ground pin on the sensor to a known good body ground. I think cruiser54 has a writeup on that somewhere
