This thing is between the passenger front seat and the center console.

No Idea, all I can assume it is, is a base for an old car phone or something like that? is that a power cord attached to it? Is there some sort of jack on the side of that box?

All I know is that isn't factory. I would either take it off and see if it has any writing on the box saying what it's for of trace the cable that's there and see where it goes and what it's connected too.
