Default What the heck is it?!?!

Hopefully the image shows up! I need some help. The part I've pointed out needs to be replaced due to rust. I've taken it to a parts place, and they cannot tell me what it's called or where I can get one. If anyone knows, I would greatly appreciate it!

That just took me to floor pans..I need that small piece the arrows are pointing to. It's a completely separate part.

Behind the seat back you will have to make those they are just small squres of sheet metal no biggy to make
