welded u bolts what the hell?!?!

Default welded u bolts what the hell?!?!
so apparently i found that the owner of the truck before me welded the nuts on to the u bolt.. how do i fix this?

cut off wheel. you also should never reuse ubolts. They are made to stretch the first time they are used

i don't know why cutting it never occured to me.. and i didn't know u bolts were one time use thanks for the tip
