Default Weird Reving Issues

I have an 1989 with the 4.0 and AW4. I have had some intermittent issues with it not revving past 1000 rpm sometimes when I start it. I have looked on here but am not even sure what to search to find an answer.

This issue usually happens the first time I start it in the day, but doesn't happen every day. The engine seems to hit a rev limiter usually around 1000 rpm (sometimes varies). Restarting the car does not do anything and the only thing I can do is wait about 10-15 minutes and it resolves itself. So far I have not found any rhyme or reason as to why it does this and am hoping someone here has some insight that could be helpful.

I have started looking at Cruiser54's tips, and have refreshed the grounds in the engine bay but have not gotten to the rest of them. Here is a youtube vid of the issue. Hope there aren't any issues with it lol.
