From a random article online:
If I had (which I do) a mass spinning at ~3300 rpm attached to an important part of the engine I'd want it as balanced as possible. What's a new pulley cost?
For example, if a 6-inch water-pump pulley is used in conjunction with a 7-inch crank pulley, the pulley ratio is 1.16:1. So for every 1,000 rpm the crank pulley spins, the water pump would rotate 1,116 times.

Oh yes it should! Best case, you'll go through belts faster than you should because they are now wobbling on the bent pulley. Worst case, you messed up the water pump shaft seal, and you'll be replacing it soon. That's why you should never use a hammer or any kind of prying on a pulley mounted on a shaft. That's why they sell pulley removal tools. That's why Autozone and Advance Auto will rent you one for FREE.
I appreciate your concern. If I could take a picture of it you would understand what I meant by a "little bit"
The belt does not sit on this portion of the pulley as it is just a tiny bend on the lip that moved maybe half of a millimeter.
You will be the first person I talk to though when I have to change it out again because it went bad lol. Hopefully that doesn't happen though!!!

If you understood pulleys, you would understand that a "little bit" is too much.
It you can see it, it's too much.
If you can't see it, it still may be too much. You can't see damage to, or stresses on, the pulley shaft and seal.
That's why pulley pullers exist. Just because it appears to be fine now, doesn't mean it's fine.

I'll go out and take a picture today. But I'll also start to make plans to replace the pulley as well for the peace of mind.
Is it more or less just the equilibrium of the pulley? I just can't see how the pulley being bolted down by 4 bolts can be that messed up by such a tiny bend.

It's not just the equilibrium, though that counts for a lot.
There's also the fit of the shaft, which has to be pretty precise. Yanking and pounding on it is not conducive to maintaining a good fit.
Worse, that yanking and pounding can often damage the water pump itself, and cause it to fail far short of its normal lifespan.
Then again, you might get away with it. Stranger things have happened.
