Voltmeter not working

Voltmeter not working
I've got a 96 Country with the 4.0. It has a new battery, new alternator, and new cables. It starts and runs fine. Meter reads 14V at the battery terminals, but the gauge is at 9V and the light is on. Anyone had this issue? Thanks.
