If you can, get a hold of a reverse twist drill bit. Sometimes just drilling the hole will back them out. We used them in the machine shop I used to work at, not sure where to get them now, but I'd try Tacoma Screw. Theres one almost on the corner of 99 and Airport Road in Everett. If the drill bit doesn't do it ez-out it.

I haven't had to deal with a broken bolt in a long time, but I just remembered, if there is a little bit of the bolt sticking out, you can weld a nut on the top and carefully back the broken piece out. Try to get a nut that is for teh thread size or smaller and plug weld the top. Just whatever you do, presoak it with PB blaster first. Heating(not too much, more warming) the surrounding metal, but not the bolt, will also help.
