Unknown hose help

I have this hose that is not connected on one end anywhere and the other end is connected to a thin metal rod it what is it for and what does it connect to

It looks like a vacuum hose. Courtesy of the late Cruiser 54 you can download a shop manual for your '95 XJ here which may help:

The metal line runs back to the fuel tank. The end in your hand should connect to the charcoal canister, right below where the heater hose connections at the firewall...
