Its likely a dead link. I have a base model with lots of unused plugs from the factory. You might be able to tell if its a dead link if the connector itself is oxidized.

I think you might be right about the dead link. The connector does not look like it has ever been connected. There is no oxidation on the connector but the jeep has been in NV its whole life and doesn’t have any rust at all but the paint is sure faded. I just wanted to double check because we pulled the engine to reseal the oil pan, timing cover and replace the engine mounts and now we don't have any ignition. I have some more troubleshooting to do.

That is wired for electric mirrors. Most models are wired for lots of things you don't have. Saves retooling and parts inventory.
