Turn Signals working sporadically

Increasingly my turn signals are working less and less. When I move the lever into place they will either function and click properly or there will be a weird buzzing sound and they will not flash (on my dash or the bulb itself). The hazard lights work fine. Both sides are affected by this issue. It seems to happen sporadically and not at any intervals.
Is this a relay that is slowly failing? Or a short in the wiring?
