Turn signals failed slowly, now don't work at all.

For a few weeks up until now when I flip on the turn signal it would flash for a few times then stop. I'd have to flip the signal stick back to the middle (off) then back to signal to get it to flash a few more times.
Now it won't flash at all, and the turn indicator on the dash panel doesn't light up. The bulbs are working, I know this because the hazard lights work.
What should I look to replace first, and more importantly WHERE IS IT LOCATED?
To make things worse, my inspection tag expired right after the signals stopped working so I haven't been able to renew the inspection... and yesterday I got ticketed for expired inspection
Thanks as always

Basically yes, I'm a complete neanderthal.

Actually I took off the plastic panel, then the metal panel and found a ratsnest of wires from where the PO wired everything for the VIPER alarm and had to navigate through it. Then had to figure out which of the two identical flasher relays was for the signals and which was for the Viper and then put it back together properly (Hey, look at all these left over screws, BONUS!)
I know its a bit longer than the average process, but I like things to be put back the way I found them.

UPDATE
It was the flasher relay. Took me 10 minutes to find it and 30 seconds to replace it. You'll need to remove the lower part of the dash, under the steering column where your knees hit - there are 3 screws along the bottom edge holding it in. Then remove the metal plate behind it, 2 screws hold that in place. Now you can access the harness where the flasher relay plugs in, but it's kind of awkward to reach. It is to the left of the steering column and directly under the headlight switch. The relay itself is a 1" cube that plugs into the harness. Simply swap it out and you're good to go.

My XJ doesn't have ANY of those things. Fuse block is just open. xDGlad you got it figured out, though!
