Default Turn signal voltage issue

2001Jeep Cherokee XJ 4WD Automatic Unlimited/Sport approx 228K miles

This is a tricky one and could use some help figuring out.

In ordered to better figure out the problem I've removed all front facing bulbs on XJ.
Meaning NO headlights...
NO driving/riding/turn....
(All bulbs test good)

Issue:
Because when all bulbs are in I'm only getting 0.3V-0.5V and flashers work but not riding (meaning the car has NO yellow/amber lights on either corner or out side edge).
I can pull the headlight switch to full on position and get NO riding lights on front. But then turn signals will work. I can pull 1/2 way out and NO riding lights.
If I leave out the passenger side light bulbs I get 11-13V on drivers side wiring at plug where bulbs would be inserted.
The reverse is not true however as the drivers light bulbs being all put back in cause the passenger side measurement to be 0.5V-3v at socket.
With all the bulbs out and testing each outside ride/turn (on side corner) I get approx 13V pass or drive but put each bulb back in and it drops like a rock..

Have cleaned all connections. Have cleaned grounds located on left fender below PCM area. NO dice!
Just at a total loss!

What is the correct color of each wire in the large harness behind each headlight bucket area? Is there one?
Is there a schematic for this turn signal/ running light/headlight harness/plug LHD?
For both passenger and drivers side...
What should be the voltage on each of the sockets pins for turn/riding at pass/drivers?

This is just bizzar as the lights all worked last winter and now they are Non functioning.

Update (010324)

The following shows a basic color for wiring and pic of bulk connector on 97-01 XJ lights.
Did this so as to help the next person.

Have pain stakingly gone through every wire from the bulk connector to the corresponding color at each connector at each light socket. Have done this numerous times and with the exact same results. There are NO open, Short or green crusties any where in the circuitry.
All rear tail light circuit's test good.
