Default Transmission seems to be stuck in 3rd or higher won't shift up or down

I have a 96 cherokee 4.0 the an auto trans I put it in drive and it has no power I manually put it in 1-2 and it comes to lift I go up in gears until it's in drive then nothing it won't drop any gears or go up any gears it's a newer transmission I just put in it also seems to be getting extremely hot parts I have replaced trying to fix it are as follows new tps, new neutral safety which is properly adjusted, new tcm, inspected /cleaned the whole wiring harness, fluid is correct and at the right level, fuses are good what am I missing here
the kickdown cable is also adjusted

Starting in 4th gear and manually shifting are you doing, indicates the TCM either does not have power or there is a wiring issue. I don't suspect the solenoids since you said it doesn't downshift in (D) either, which would mean the unlikley scenario where both are bad. Did you connect the wiring from the trans when you swapped it? Did this start when you swapped it? I'm assume it was a 1996 or earlier donor transmission, otherwise you'd be upshifting way too fast.

Yes all the wiring is connected I also cleaned all the connectors before plugging them in the trans came out of a 1993 grand cherokee with the 4.0 and aw4 yes it worked fine about a week ago but I haven't drove it alot since it's still being restored I put a new tps fuel filter and o2 sensors then the problem started happening its a newish tcm I had suspected it to be the problem but it wasn't I cleaned the tps both ends with brake cleaner and it worked fine for about 100ft then went back to not shifting at all on its own

I've went over about 75% of the entire harness and all the wiring going to the trans and can't find any problem areas the tcm fuse is also good

there is a process of backprobing to check whether the TCM is receiving 12V and earth, the earth is 2 x major earth studs on the block, check them first

Used TCM is cheap, probably worth having one, mine cost $40

Used TCMs seem to be running closer to $100 on eBay. They're hard to find nowadays. The good news is that the TCM is rarely the problem.

So update I figured out it was a faulty tps and it now tries to shift but still gets stuck in 3rd from a dead stop while in drive and will downshift on its own and upshift on its own but feels like it goes in and out of gears like it doesn't know what gear to be in while steady on the throttle
