I would mount them below your front bumper. Remember how loud they are, losing your hearing isn't worth having an air horn. NFPA (National Fire Protection Association) is the authority in recommendations and requirements for the fire service. NFPA 1901 (which is the section for vehicle specifications) states that air horns must be mounted forward of the cab; this was made into a requirement due to studies done with hearing loss of fire personnel. Just my .02.

I was thinking hypothetically of mounting them in the bumper, 1 in the middle below the radiator, and 2 on each side, in front of the tires
but where to put the compressor and tank

i am actually right in the middle of installing a set of nathan airchime k3l horns on the roof of my cherokee! they are going to sit inside my roof rack, and, well, they wont be the most hidden, but they are the real deal. i ordered my set from Curt at www.buyrealtrainhorns.com.
i orignally planned on hiding them somewhere, but there is really no empty voids on the xj at all. Curt has a kit for the nathan horns that allows you to not use the factory manifold, so that each individual bell can be mounted in different places, so that you can tuck them into spots better.
i ordered my OBA system from Hornblasters, a 8.5 gal tank and two Viair 480c compressors. i plan on doing a build thread for my set up, but the project is getting delayed a bit, because my work finally picked up again.
if youre looking for a non authentic train horn, i highly reccommend horn blaster's hb4h horn that they sell. theyre narrower than the nathan horns, and can also be mounted individualy. im sure they could be hidden in the front somehow, as there are compact cars out there that have these horns hidden in them.

in that build you can see that the cherokee really has nowhere to hide them. the ones on the frame rails are the hornblasters hb4h, and the one hanging off the front is the nathan k3.
kind of funny, i have a red cherokee, my name is dan, and i have a k3 as well. weird.

Yea I did want to hide them, on my brothers '82 C10 there is so much room under the hood he could probably mount 2 sets of the K3
I was thinking of getting a cold air intake and putting 1 or 2 where the airbox use to be
