It's frozen in the bushing. Hopefully you have a air hammer handy to drive it out. Cut the head off and drive what's left out but you'll have to cut the bolt again behind the flag nut to get it all out.

i just changed mine last weekend. the passenger side i had to cut both sides of the bolt on each end of the bushing inside the bracket. had to bend the bracket out a bit but i had the same issue as you. as far as the drivers side i the nut on top was all rusted to hell and i took the whole bracket off. Chryslers wonderful designers put a round tab on one of the bolts to take it off and i had to cut that one off as well. and then had to drill threw the bracket to pound out the tapered ball joint. hope it helps but i struggled for hours with wrenchs and defeated it in minutes with a circular cutting saw.

Okay so I've got that little washer/bracket thing like loose but its not falling out..and ideas? Like I can stick my fingure in there and I can feel it and it feels like its off but its not coming out?
This. I had the nut out and everything, the bolt was seized in the bushing though.
