Are you using the harmonic balancer to check the timing? The outer ring of the balancer can move and cause all sorts of issues.
no I have the timing cover off and am lining up the marks on the crank and cam sprockets.

You're missing the point. 4 stroke engine, intake, compression, power, exhaust. So you ARE at TDC when the dots aligned, ..twice. Once at TDC of the compression stroke, where the plug is firing, (the one you are looking for) and once at TDC of the exhaust stroke, where the intake stroke is ready to start .(exhaust valve is closing, intake is opening.) Both will line up the dots. You want the distributor to point at #1 at TDC of the COMPRESSION stroke. So you have to spin the crank around until the intake AND exhaust valves of #1 are closed alll the way up to the point where the dots align AND the dizzy is pointing at #1. That is TDC of the ignition, or power, stroke. Hope this heps

PS- Whatever you do, please don't take the dizzy OUT. If you have already, let us know. If you haven;t good you should be up and running soon following the above

that's what I have been trying to communicate this whole time is that is that I am not at tdc when I line them up. Could I have shifted the position of the key that the crankshaft sprocket goes onto??

and I know this because when I line them up and I look down the spark plug hole I can see the piston not flush. Its receded inside the block on the way down

Not likely unless the keyway fell out. 99 times out of 100 if you never did this before, this is what it is. Just be patient, follow those steps.

U guys were right (doubt that's a surprise) I lined up the gear marks and it was right at tdc..used the screwdriver method (I'll be using that from now on to find tdc) but I got the new timing set on dot to dot at tdc and 15 pins with the cam mark at 3 and the crank mark at 6. Feeling confident I got it on right. Going to button it up tomorrow thanks again for ALL the help u guys are awesome.

Remember turn to no 1 compression stroke to install dizzy. Or next thread will be Install dizzy wont start backfiring.
