is there fuel regulator on a 1996?

So I replaced my fuel pump thinking that it was the problem why it wont start, but when I went to start it nothing happened. A buddy says he did the same and had to change out the FIPR and that worked for him. I have read and re-read alot in the forums with no clear idea on where my FIPR is since I have a 96 xj. Some say its on the fuel rail and others say its on the fuel pump. I have supplied a pic of where I think it is. Is this it?

I'm doing a swap right now, 96 motor and ac15 into a 92 body, noticed the difference in the fuel rail right away and an extra plug on the 92's throttle body. Should be fine running the rail regulated setup and 92 file system right?
an OBD2 equipped '96 has a different fuel return system & regulator to earlier sytems
the fuel pressures are different. Should be doable, if you swap only the right parts

and a side question...is the hose from the water pump correct?I have seen other engine pic here and it seems that the hose woruld run to the back of the engine(towards firewall)Attachment 30295

Actually it looks almost the same as the one on the fuel rail.
I just don't know which one will work.

this thread calls out the 96 fuel pressure regulator part num...which is the same 91-96
the thread states the reg will put out 49psi for '96 vs 39 psi pre '96, due to the vacuum line not being connected
Ok so i ran into this problem a few months a go and even the repair manuel didnt mention it. I found out via a youtube video where someone was talking about another issue and said it as a quick side note. So the 96 was the last one to have it as part of the fuel pump assembly. IF you are planning to change that part or the fuel pump DONT WASTE YOUR TIME AND MONEY. buy the WHOLE assembly. It come with both parts new. As well if the assembly in the gas tank is flaky as in you can see flakes on the metal this can cause bad contact for the electrical components. Iv already been through that
Ooohhh yeah the hose thing I saw that on mine. Its a bypass they do. I think its for when the ac dosent work or aomething like that.
