Thanks for all your guys help! sorry about the double post, computer was being funny. Got it all back together, it was a dumb ***** operator error. Didn't torque the last rod all the way down. But, figured it all out, and running good now, still has a small knock, but it's more high pitched now, I'm thinking a lifter? That will be another day. 
I got a '99 intake and TB, I bored the TB out 63mm, straight through, when I put it on it reved way up and I had to shut her down before she blew. I'm thinking that the butterfly plate is to small now, and is letting too much air by, so I think I'm going to fab me a new butterfly plate, does this sound good or right? I'm open to ideas here.

So, I tried to make a butterfly valve to match my 63mm bored TB, but I'm having alittle bit of trouble. I measured and measured, but this is tricky! I think it's tricky 'cause the butterfly valve sits at an angle, which I think is going to make it just a hair bigger then the bore, but when I tried all this I still had a gap around it. Does anyone have any easy ways out?

make it the same size it needs to stop the flow of air but not stick

But doesn't the throttle plate need to sit at an angle? Mine has a small set screw that keeps it angled, could I just take that out, so it will sit flat?
