YES!
that would be it. the fan really shouldnt spin freely at all especially if its warmed up. if cool than it will spin a little. but warmed up 210+ than it should have some good resistance. id replace it. all the other possibliites seem to be cancelled out. they are cheap to only like 50 bucks or so

Well I replaced the clutch fan but nothing has changed it still is up in the 260's I flushed the rad and put new fluids checked my t-stat and everything. But when I got home yesterday my water pump was barely leaking out some liquid just a small pin hole.

Maybe when it got hot it toasted the "new" or "rebuilt" water pump seal. Thus the leak... That should be under warranty. Just don't tell them it got that hot!
When you flushed did you also pump water through the heater hose hoses? Starting with the long hose first?
Was the pinhole leak from the weak hole in the bottom of the pump or the sealing surface?

Just for kicks can you or have you pulled the cap off to see that the radiator is indeed full? You could squeeze the radiator hose on the left side with the cap off and see if you see air bubbles coming out of the radiator. If you see big bubbles coming out that might make you question wheather the shop did get all the air out.
OR, Are we at the point where the only thing you haven't changed is the radiator cap?

stop suggesting its air bubbles. if its a open cooling system than the air with escapes by itself. i do think Mike1998XJ is right though. that little pin hole is to signal that something is not right in the water pump. i would take it back to whoever you bought it from, under warranty. although it is odd that it crapped out that quick. but it does happen. how much was your water pump btw? im getting this one from quadratech.com and its kinda designed for us off roaders. it keeps it way cooler. check it out.
