Tcase won't go into 2h need knowledge!!!

Tcase won't go into 2h need knowledge!!!
So my 93 cherokee won't go into 2wd. The lever goes down all the way and clicks like it's supposed to but my front driveline won't stop spinning while driving. But it will go into 4L no problem.

The lever disconnects the transfer case from the front driveshaft, but the driveshaft is being spun by the front axle. Normal.
