Tailgate window seal

Tailgate window seal
I have taken off my tailgate window seal to do some bodywork and paint. The old seal is finished. Should I take out the window and re-glue it? It leaks a little. If I do, do I put the seal around the window first and then put it in place? Or do I install the seal after I glue the window in?
