TC drop removal help

TC drop removal help
I'm trying to remove the TC drop that the PO installed so I can install my SYE but all the bolts are rusted on/in. I already snapped one trying to get it off after letting them soak for a week with penetrating oil getting sprayed on them daily.
What are my options now? Is this something I'm going to have to drill out and tap the replace the skid plate or...?

You have done all you can. Drill and tap. Sorry I have found that when drilling upwards under a vehicle that it is easiest to punch the center to guide the bit and put a floor jack under the drill and pump it super super slow till it goes through. Will save your arm. "Work smarter not harder"

X2 w/ andrew drill and tap. sometimes if you tighten the bolt just a little more it will break that crap loose thats got it bould up in there. Either way if its gonna break its gonna break.

Is there a suggested drill and tap size? I havent done a lot of tapping before and I'm not sure how to match up a tap to the right size drill bit and then the bolts.

most taps have the required drill bit size etched into them at least my mac set does. As for a bolt i am not sure what size bolt that is mine have been drilled and tapped long time ago. I am sure someone will chime in and tell you what size they are.
