Default Tail Light Harness Woes

1991 XJ Briarwood NP242 AW4 4.0 no aftermarket mods that I did

So the PO before me installed a hack job tow harness and I cant tell if its causing my issues or if the NSS is. Blinkers work fine. The right tail light comes on then the left with a delay when it comes to the brake lights.

Sometimes I have to wiggle the shifter to get it to start. My wife made a remark about how the reverse lights werent coming on either. So I wiggled the shifter and she tells me they came on. My issue is in the state of Hawaii they have a safety inspection. I need all this crap to be working to pass. Thanks for any help or advice guys.

NSS for sure. Fix it first then on to the other items.
