this is where i saw that it was leaking from(red circle) and not from under the rad cap.

 

I like to clean things off when looking for a leak. If that was dry, it looks like it is leaking from the cap or the base of the filler neck. Either of those will cause it to run down and drip from the area in the red circle. Pressure test the cap and the radiator. If it is indeed leaking from that plug, and you can get it to seal, you will need a new radiator.
