it might free up the rust if you cut the bolt all you will have then is a stud stuck in the sleve can you get something in the back side of the bolt and push it out pry bar fat chisel like a wedge

I'm sorry I can't give you the exact bolt size, but when I drilled mine out, I used a 7/16ths bolt. Just fugure the next metric size smaller than 7/16th's SAE.

Lowes around here usually has a pretty good assortment of grade 8 hardware (grade 10.9 for metric), Home Depot a little less.
