Steering wheel wont lock, signals dont turn off?

Steering wheel wont lock, signals dont turn off?

Probably an easy fix, anyways, I just picked up a 98 XJ that had been hit lightly on the RF, the bags went off(not sure if this has anything to do with the problem or not) the issue im having is the steering wheel wont lock up when in park and the ignition off and the turn signal switch doesnt autmatically disengage no matter how much I turn the wheel? Any ideas?

Pretty sure its an issue with the clock spring but wanted other opinions....

K9, I'll post this over on NAXJA and see if I can get some help there,I'll keep you posted. I cant access automotive websites from work but this one seemed to slip under the radar.
