Steering Wheel and Leak detector ?'s

Ok not sure what would fix this but it annoys the crap out of me. My steering wheel is turned to the left to about the 10 o'clock position. Alignment is good and tracks straight. Anyway to get the steering wheel back straight or is alignment needed?
Also what the emissions leak detection pump do? Besides detect leaks obviously. ...I replaced the small vacuum line that goes from the pump to the intake manifold and it seems to be running better and better acceleration. Just curious what the purpose of the pump is, is it kind of like an EGR?

Turn the drag link sleeve to center the wheel.
The LDP shouldn't affect how the engine runs, all it does is check the sealing ability of the vapor recovery, fuel tank, etc. A bad vacuum line might've done it though.

the pump itself wont cause troubles, just detects a leak in the evap system.
